Roles and Responsibilities:

  • Manages the ADA Financial Support Group in the areas of development, implementation and supervision of systems to prepare and monitor the operating and capital ADA program budgets, to report and analyze key performance indicators and to prepare and analyze ridership growth forecasting, service provider reconciliation and invoicing, general ledger and all accounting functions. Conducts studies in the areas of cost-benefit analysis for ADA services; directs and supervises computer modeling to analyze proposals, programs and department projects.
  • Prepares a variety of monthly, quarterly and annual analyses of ADA operational statistics, including but not limited to ridership, mileage performance, fuel consumption, cost per revenue mile, trip, etc. Investigate unusual or unexpected financial results, trends and fluctuations, and develops recommendations to enhance internal controls and correct noted deficiencies, forecasting and operational areas.
  • Manages the timely and accurate preparation of all internal and external financial/statistical reports, policy and procedures; manages the analyses of budget to actual variances and account balances.
  • Researches and reports on requests for financial information from all internal and external sources and maintains a database of sources and references. Interprets, and prepares written discussion papers on financial results for management. Manages the review of consolidated financial data, and provides explanatory comments to provide a financial basis for management decisions on new procurements and agreements. Develops and maintains operating procedures for processing Accounts Payable transactions (E-Reqs & Check Reqs) and Access Link related Contractor invoices
  • Implements and oversees the development, maintenance and enhancement of the financial reporting systems used in conjunction with Trapeze PASS, the Contractors and Vendors.
  • Coordinates departmental audits of accounting records and other financial documents as required.
  • Manages the development and preparation of the statistical and financial sections as required of the Annual National Transit Database (NTD) Reporting for Demand Response Service, including management's discussion and analysis.
  • Interacts with vendors to ensure that NJ TRANSIT maintains a positive public image with regard to payment of its obligations.;
  • Education, Experience and Qualifications:

  • Bachelor's degree in in Finance, Accounting, Business Administration, or closely related field, from a US Department of Education accredited college or university, and six (6) years of budget and financial experience, to include supervisory experience such as project management and oversight of payments, and the delegation and monitoring of work assigned to others.
  • Thorough knowledge of both mainframe and personal computer financial systems applications, including Microsoft products, ASI System, Web Reports, CPAS, etc. desired.
  • Experience with Trapeze PASS is also highly desirable. 
  • Interpersonal skills that allow individual to communicate effectively (written /verbal) with all levels of management staff required.
  • One year of closely related work experience can be substituted for each year of education required.
